＜難民インタレストグループ＞

趣旨：
　2023年の入管法改正により補完的保護制度が創設され、12月1日から運用が始まった。同制度は、迫害を受けるおそれを抱く理由が難民条約上の5つ（人種、宗教、国籍、政治的意見、特定の社会的集団）以外のもの、なかでも「紛争避難民」を始めとする不特定多数への無差別暴力にみられるように、必ずしも条約上の難民とは言えないものの国際的な保護を必要とする人々を、各国政府の方針に基づき難民と同様に保護する仕組みである。迫害のおそれ（烈度や蓋然性）は必要とされるものの、その理由が前記の5つ以外のものであるとか、そもそも個々に属性や信条に関わる理由が存在しない（例えば国際戦争、国内武力紛争）場合を想定している。したがって難民の定義や受け入れ範囲の事実上の拡大とも言えよう。補完的保護対象者として認定されると、難民認定を受けた者と同様に、原則として在留資格「定住者」が付与され、当面の日常生活に必要な給付を受けるとともに帰国困難となった場合に備えて定住支援プログラムに参加でき、また永住要件も緩和される。また、難民旅行証明書の代わりに再入国許可書の交付を受けることができる。入管庁の発表によると今年2月までに補完的保護対象者認定申請をしたものは1110人であり、ウクライナ避難民を中心にそのうち647人が既に認定されている。今後、新たに申請する者を含め、審査が進むにつれて、補完的保護対象として認定される者はさらに増えるとみられる。今回の難民インタレストグループでは、難民認定と並び、今後の日本の難民政策に大きな影響を与えると思われる補完的保護制度を題材とし、本制度の導入の背景、仕組みと現況、今後の見通しなどについて、制度の検討・立案・導入にかかわってきた出入国在留管理庁・出入国管理部長の君塚宏氏にお話していただく。

＜特別企画：「新制度『育成就労』」の導入で、技能実習問題は『改善』されるのか？」＞

趣旨：
　2023年11月30日、技能実習制度及び特定技能制度の在り方に関する有識者会議は、技能実習制度を、実態に即して「発展的に解消」し、新たな制度を創設することを提言する最終報告書を法務大臣に提出しました。2024年2月9日、外国人材の受入れ・共生に関する関係閣僚会議において、提言を踏まえた政府の対応が了解され、3月15日、政府は新制度「育成就労」の創設に向けた入管法及び技能実習法の改定法案を閣議決定しました。
　新制度の目的は、人材確保と人材育成です。技能実習制度が労働力確保の目的で活用されてきた実態を、ようやく正面から認めたとも言えます。では、もう一方の「人材育成」とはどういうことでしょうか。
　2018年の入管法改定（翌19年施行）によって、深刻な労働力不足に対応するために、在留資格「特定技能」が創設されました。特定技能には、最長5年間で、家族の帯同が認められていない1号と、家族帯同が可能で、通算在留期間に制限のない2号があります。新制度は、未熟練労働者として受け入れた外国人を、特定技能1号に移行できる水準に育成しようというものです。つまり、外国人の出身国のためではなく、受入れ国である日本の労働力不足解消に資するよう、育成しようという制度です。そのため、新制度の受入れ対象分野は、特定技能制度における「特定産業分野」に一致させるとしています。
　そもそも冒頭の有識者会議が開催されることになったのは、技能実習法及び18年改定入管法の附則をうけてのものですが、その背景には、長年批判されてきた技能実習制度と拙速に導入した特定技能制度が、構造的に内包する「さまざまな問題」があります。であるならば、当然、新制度の導入によって、問題は解決されなければなりませんが、果たしてどうでしょうか。
　本特別企画では、育成就労制度の導入によって、技能実習問題が「改善」されうるのかということをテーマとして、外国人の権利保障、人材確保と人材育成という新制度の目的、特定技能への移行といった視点から、討議していきたいと思います。

企画趣旨：
　2020年以降のコロナ禍は人の移動の厳しい制限をもたらし、オンラインによるコミュニケーションなど人々の生活の変化に大きな影響を与えた。しかし、コロナ禍以降に再開された国内外の背景の異なる人たちの交流は地域によっては一層活発化して、さまざまな多文化によるグラスルーツの交流が展開されている。本シンポジウムでは、東京都心のエスニック・タウンと称される地域でも池袋地区に着目して、さまざまなアクターによる地域社会における多文化の連携の事例を紹介する。
　とくに豊島区池袋は、「ガチ中華」としてメディアで取り上げられるなど、中国出身者を中心としたエスニック・タウンとして注目を集めてきた。実際豊島区の外国人人口は中国出身者が多いという特徴を示すが、同時に近年は出身国の多様化が進んでいる。外国人住民の増加は単にエスニック・ビジネスの活発化ということだけでなく、受け入れた地域社会の変化にも結び付いてきた。エスニック社会としてホット・スポットである池袋地区であるが、産学官民による協働や連携も展開されている。実践的な活動や施策形成にかかわる方々による報告に基づき、今後の展望について検討する。多文化共生に向けたモデルの構築と発信を目指した企画である。

＜難民インタレストグループ＞

ゲスト：伊藤礼樹（UNHCR駐日代表）

趣旨：
　今回の「難民インタレストグループ」のゲストは、今年1月にUNHCR駐日代表として着任された伊藤礼樹（あやき）氏です。伊藤氏は、1992年にUNHCRに入り、難民支援の現場経験は30年に及びます。コロンビア大学大学院で国際人権法を学んだ後、1992年にUNHCRに入り、ボスニア、ミャンマー、スーダン、アルメニア、レバノン、ソマリアなどの現場で難民保護に従事したほか、UNHCR本部（ジュネーブ）では、国際保護総局保護官、アジア太平洋地域局次長を務められました。その後、UNHCRシリア代表、UNHCRレバノン代表を経て、今年からUNHCR駐日代表として赴任されました。今回は、最近の世界の難民問題、特にシリアやレバノンでの保護支援活動を中心にお話を伺います。
　※なお、事情によっては伊藤氏が参加できない可能性があります。その場合は、滝澤三郎（東洋英和女学院大学）が最近のポーランド、ウクライナ訪問について報告をします。

＜特別企画：「入管法改正を考える」＞

背景
　2023年3月7日、政府は「出入国管理及び難民認定法及び日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法の一部を改正する法律案」（以下「本法案」とする）を閣議決定した。本法案は2021年の通常国会に提出され、その後廃案となった法案の「数ヶ所を除いては全く同じ」（児玉、2023）である。
　入管側は送還忌避問題、収容を巡る諸問題、紛争避難民などを確実に保護する制度が不十分であることを課題としてあげ、基本的な考え方として①保護すべき者を確実に保護する、➁その上で、在留が認められない外国人は、速やかに退去させる、➂退去までの間も、不必要な収容はせず、収容する場合には適正な処遇を実現すると述べている（出入国在留管理庁、2023）。
　しかし、市民社会からは多くの懸念や反対の声がある。難民認定率が諸外国に比べて格段に低い日本においては、迫害を受けるおそれのある地域に送還してはならないという「ノン・ルフールマンの原則」に反する結果を招来する危険が高い（東京弁護士会、2023）。「日本の難民認定制度は、判断の独立性や専門性、手続きの透明性が十分に確保されていないなど、難民保護の目的を果たすことが困難な仕組みであること」（難民支援協会、2023）など難民保護のあり方を根本的に問い直すべきであるという指摘に加えて、収容についても、「政府が長期収容を事実上許容している」といった評価がされている（東京弁護士会、2023）。
　本シンポジウムでは、本法案について多様な視点を提供し、難民の保護、送還・収容をテーマに討論する機会とする。

　入管法改正案について、現場の声、政府の観点など多角的な視点を出し合い、入管法改正案についての議論を行う。

＜シンポジウム：「政治変動とディアスポラ-『帰れない』在日移民たちをめぐって-」＞

趣旨：
　送り出し国における複雑な状況を背景とした国外への移住は、歴史的に広く見られる現象である。また、移住したのちに、自らがあとにした国家の政治的や軍事的な変化を原因として、国境が変動するケースも少なくない。
　国外にいる移民たちが、こうした政治的状況やその後の変化にどのように対応し、出国した国家や、変化した政治体制とどのように関わっていくのだろうか。これらは、移民コミュニティやディアスポラ研究にとって重要な課題である。これらの移民の多くは、当初は必ずしも難民・亡命を目的とした国際移住をしたわけではないが、出身国での政治的変化によって「難民的ないし亡命的ディアスポラ」的な状態になり、帰国の可能性が限定的、もしくは不可能になっているのが現実である。かれらは大使館のサービスも受けることができない可能性もある。そこで、日本などの受け入れ国は、これらの移民について、どのような理解や対応、政策を展開すべきかを検討する必要がある。
　本シンポジウムでは、1979年のイラン・イスラム革命以降のイラン、2021年にクーデターを経験したミャンマー、そして2022年にウクライナに対して特殊軍事作戦を開始し動員令を出したロシアという、政治的・軍事的緊張が高い3つの国家からの移住者に焦点を当て、これらの移住者の状況や心情、母国との関わりなどについて、研究者及び当事者の視点から検討していく。
　報告者らは、それぞれの来日の経緯や難民申請状況、在留資格の種類、日本国籍取得のケース、出身とする国家での状況を巡る感情、出身国者たちのコミュニティによる文化的及び政治的活動、その他の国々における同じ出身国からの移住者とのトランスナショナルなつながりについて紹介し、移民にとっての「ふるさと」としての母国と権威主義体制で特徴づけられる政体としての母国の認識の違い、また帰国できない理由などについて紹介し、必ずしも正式な難民というカテゴリに当てはまらないが「難民的・亡命的」移民となる人々の日本での将来について考えていく。

趣旨：
　今回の難民インタレストグループでは、神戸大学大学院国際文化学研究科の工藤晴子先生に、「難民とセクシュアリティ」と題して、近著『難民とセクシュアリティ～アメリカにおける性的マイノリティの包摂と排除』（明石書店、2022年3月）を中心にお話をしてもらいます。
　難民と呼ばれる人々のなかには、ジェンダーやセクシュアリティを背景として移動する人たちがおり、近年、国際的な人道支援分野においては「LGBTQI+難民」の保護は重要課題になっています。本書では、アメリカ合衆国での調査をもとに、性的マイノリティの人々の難民認定問題、人の国際移動のなかでセクシュアリティの問題がどのように議論されてきたのか、彼ら・彼女らの移動の経験・プロセスとはどのようなものなのかなど議論されています。
　UNHCRのエジプト、トルコの事務所での勤務経験もある工藤先生のアプローチは、セクシュアリティの問題を、法的な難民の地位の認定を超えて、歴史的、政治的、社会的な文脈の中で読み解くものです。日本でも性的マイノリティについての関心が高まっており、研究者、支援者に留まらず難民審査担当者にもとても役立つお話が聞けると思われます。ふるってご参加ください。

趣旨：
　ロシアのウクライナ進攻を受けてポーランドなど周辺国に逃れた避難民は、2022年3月末で400万人を超えました。未曽有の速さと規模の避難民流出に対して、国際的な支援も前例のないスケールで行われています。
　日本政府も、2億ドル（240億円）の資金協力をすると同時に、ビザや在留資格面で特例を設けてウクライナ避難民の積極的な受け入れを進めています。民間でも、個人や団体から記録的な額の寄付金が寄せられ、自治体や民間団体が避難民受け入れに手を挙げるなど、「ウクライナ支援ブーム」ともいうべき状態が生まれています。
　そのような状況の中で、今回の難民インタレストグループでは、山崎有紗さんにお話を伺います。山崎さんは、東京外国語大学国際社会学部卒業生で、トビタテ!留学JAPAN日本代表プログラム11期生として2019年から１年間ウクライナのキーウ（キエフ）国立大学に留学しました。帰国後はUNHCR駐日事務所でインターンをするほか、ウクライナ戦争を機に＃SunflowerFromJapanという若者によるプロジェクトを3月にスタートし、大きな反響を呼んでいます。さらに、山崎さんは、友人のウクライナ人女性の日本入国と生活支援にも奔走しています。
　今回は、山崎さんから、ウククライナでの状況、日本に避難する人たちがどのような背景を持ち、日本に入国し生活する上で直面する困難、日本社会の反応などについてお話してもらいます。事情が許せば、当事者の女性も参加します。それを通して、今回のウクライナ避難民受け入れの持つ意味、今後の日本の難民避難民受け入れへの課題などについて考えたいと思います。

＜特別企画セッション（ミニシンポ）：「日本における移民の社会統合」＞

企画趣旨：
　現在、日本においても、入国管理政策のあり方と同時に、国内に居住する外国人／移民の社会統合政策のあり方が、あらためて問われている。在日外国人が定住化する中で、在留資格の見直しや社会・経済・政治諸領域への参加の問題、国籍の在り方、教育の問題など諸領域における体系的な移民政策の必要性が論じられて久しい。
　本企画では、日本における移民の社会統合について、計量的な分析手法を用いてその統合メカニズムと統合への障壁を明らかにした永吉希久子会員（東京大学）らの研究グループによる研究成果（参照、永吉編『日本の移民統合－全国調査から見る現況と障壁』（明石書店、2021年））を中心に、同書には書ききれなかった知見や同書刊行後に見つかった新たな課題、今後の研究の展望などについて報告される。それによって、日本における移民の統合政策論議をさらに諸分野で活性化していくことを企図している。
　上記研究では、「移民」を「生まれ育った国を離れ、自国以外の国（日本）で暮らしている人」という広い意味で用いた上で、「日本における『移民』の定住化は統合の進展を意味するものだろうか。統合の進展が阻害されているとすれば、何が障壁になっているのだろうか。これらの問いに、実証的なデータ分析をもとに答える」ことを目的として、日本全国を対象に2018年に実施した無作為抽出による大規模調査という「社会学分野ではほとんど初めての試み」によって、①「移民の社会経済的統合」（教育、雇用、賃金）、②「移民の社会的統合」（家族、社会参加）、③「移民の心理的統合」（メンタルヘルス、帰属意識、永住意図）のそれぞれのテーマについて個別の検証を行っている。
　そこで、本企画では、同研究において全国調査から明らかになったことをわかりやすく報告していただき、またフランスをはじめヨーロッパにおける移民の社会統合政策に詳しい宮島喬会員からコメンテーターとして補足してもらうことによって、日本における移民の「社会統合」政策の現状を認識するとともに、その課題と展望を明らかにしたい。
　なお、本企画は2022年年次大会の1日目に開催し、2日目のシンポジウム企画では「アンダー／アフターコロナの移民政策」というテーマが予定されている。後者が基本的に現場に近い立場の事例報告中心になることを想定しているのに対して、本企画は、計量的な分析手法によるアカデミックな報告という点で差異があり、2日目のシンポジウム企画につなげる役割も果たすことを想定している。

趣旨：
　2020年から始まったCOVID-19の世界的な感染拡大（コロナ禍）は、「国境を越えた移動」という国際移民の前提条件を揺るがすものであった。しかし、その影響は移民の出入国が制限されたことのみに留まらない。国家の内部における移民の居住や就労、社会参加のあり方にも、コロナ禍は大きな影響を及ぼした。日本における移民／外国人住民をめぐる状況も、その例外ではない。「アンダーコロナ」の状況は、移民／外国人住民が日本社会で置かれてきた脆弱な状況を露呈させ、さらに深刻なものにした。
　2022年初頭におけるオミクロン株の流行など、状況は依然として予断を許さないものの、2022年が日本における「アフターコロナ」の幕開けになりうるとすれば、そこにおける移民政策はどのようなものであるべきなのか。本シンポジウムでは、「アンダーコロナ」の国内外の状況のなかで、日本の移民政策をめぐる状況がどのように変化したのかを総括し、「アフターコロナ」において、その変化にどのように対処していくべきなのかを議論する。
　なお、本シンポジウムは鈴木江理子編『アンダーコロナの移民たち』（明石書店、2021年）での考察を発展させ、刊行後の情勢の変化も反映させつつ、議論を深めていくものである。

趣旨：今回の難民インタレストグループのゲストは入管庁難民認定室長の菱田泰弘さんです。入管庁は、2014年末の「難民認定制度にかかる専門部会」の提言を受けて「難民認定ガイドライン」の策定を進めてきましたが、それは間もなく完成し公表される予定です。このガイドラインは日本が難民条約に加入して以来初めて策定されるのもので、アジア諸国で難民認定ガイドラインが公表されるのも初めてでしょう。ただ、最近、相互協力に関する覚書を締結したUNHCR本部からのコメントが遅れているなどのため、移民政策学会のある12月12日までにガイドラインが完成・公表されるかについては不透明のようです。そこで、当日までに公表されている場合には、「ガイドライン」の背景や考え方、主要ポイントについてお話ししていただきます。もし当日までに公表されていない場合には、ガイドラインの方向性や、入管法改正案にあった「補完的保護」、在留特別許可を直接求めることができる制度、出身国情報の拡充など、難民認定制度での改革についてお話をしていただきます。関心のある方は奮ってご参加ください。

＜シンポジウム：入管収容を考える―入管法改正をめぐる議論を中心に―＞

趣旨：
１．背景
2021年2月19日、政府は「出入国管理及び難民認定法及び日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法の一部を改正する法律案」（以下「本法案」とする）を閣議決定した。
本法案は第７次出入国管理政策懇談会「収容・送還に関する専門部会」による報告書「送還忌避・長期収容問題の解決に向けた提言」（2020年6月）を受けて作成されたもので、その発端は2019年6月に収容施設において被収容者が餓死したことが発端となった。
法案は4月には審議に入ったが、3月に名古屋入管における死亡事件に対する政府側の対応が厳しく問われたこともあり、5月17日に与野党が今国会での審議をこれ以上進めないことで合意がなされた。
本学会では、入管における「収容」に焦点を当て、行政、国際法、支援者の視点などから、課題とその対応について議論する機会とする。

２．目的
入管収容について、現場の声、政府の観点など多角的な視点を出し合い、国際人権法の規範も踏まえあるべき政策について考える機会とする。

趣旨：人々は、なぜ、どこに逃げるのか…。難民研究の原点ともいうべきこの問いに、昨年度の国際開発研究大来賞などを受賞した「平和構築を支援する～ミンダナオ紛争と和平への道」の著者が独自の視点で立ち向かいます。地理的に近いにもかかわらず、また紛争・暴力により100万人以上の国内避難民・難民・移民・無国籍者を生んだにもかかわらず、ミンダナオ紛争とその後の平和構築については日本ではほとんど知られていません。特に、マレーシア・サバ州に移動を強いられた難民・移民の帰還・再帰還の事例は、長期化した「避難生活」を経た帰還後の社会統合が容易ではないことを示します。国家の論理に翻弄され、紛争・暴力、さらには和平プロセスの長期化・複雑化によって繰り返し移動・移住を強いられ、その日常生活を根底から脅かされ、「人間の安全保障」を奪われる状況にあるフィリピン系の難民や移民への、地域のコンテキストに応じたより包括的な社会統合はどうあるべきかについて、学術的にも実践的にも極めて興味深い分析を紹介していただきます。また、日本の難民認定制度との関係では、出身国（地域）情報のありかたや国内避難可能性という視点からの問題提起もあり得るでしょう。

趣旨：
　南米の日系人を中心としたニューカマーが多く来日するきっかけとなった1990年の入管法改正から30年が経過し，定住化・永住化が進んでいる。それに伴って高齢者となるニューカマーも増えている。たとえば，在日ブラジル人の場合，65歳以上の高齢者数は2012年12月末から2020年6月末の間に全国で2.3倍（4,244人→9,925人）に増加している（在留外国人統計）。彼らがどのように豊かな老後を過ごし，必要な介護を受け，尊厳ある最期を迎えるのかといった課題が生じてきている。
　言語や社会制度，生活様式が異なる日本で老いることや，最期を迎えるということは，ニューカマーたちにとってどのようなことを意味するのか。とりわけ，高齢者が重症化しやすい新型コロナウイルス感染症の蔓延は，「異国での老いや死」に関わる課題を顕在化させている。高齢者となったニューカマーは，どのような課題に直面し，どのようなニーズを抱えているのだろうか。そして，日本の高齢者政策は，彼らのニーズに応えているのだろうか。地域社会の一員としてこの国を長年支えてきたニューカマー高齢者に対して，責任あるホスト社会として日本はどのような環境や政策を用意すべきなのであろうか。
　本企画では，ニューカマーが多く居住する静岡県浜松市において，在日ブラジル人やさまざまな出身国のニューカマーを支援している実務家の方をお招きして現状と課題を伺うとともに，オールドカマーの高齢化という視点も踏まえつつ，コロナ禍でのニューカマーの高齢化について考える機会としたい。

＜シンポジウム：改定入管法施行後2年～特定技能制度と「総合的対応策」の現状と課題＞

趣旨：
　過去5年間に日本の出入国管理政策は大きく変わった。深刻化する人手不足に対応するため、2018年2月の経済財政諮問会議において、安倍首相（当時）は外国人労働者受入れについて、在留期間の上限を設定し家族の帯同は認めないという条件の下で早急に新しい制度設計をするよう官房長官と法務大臣に指示した。これを受け、同年6月の「経済財政運営と改革の基本方針」は、新たな在留資格を創設するとともに、法務省が、外国人の受入環境整備にかかる総合調整機能を持つ司令塔として関係省庁や地方公共団体と連携することとした。
　同年12月には出入国管理及び難民認定法が改正されて、一定の専門性と日本語能力を有する労働者の受け入れのために在留資格「特定技能」を創設し、受け入れのメドを5年間で34万5千人程度とすることが決定された。同時に外国人材の受入れ・共生に関する関係閣僚会議は、「外国人材の受入れ共生のための総合的対応策(以下総合的対応策)」を決定した。これには特定技能労働者と企業のマッチング、地方公共団体への外国人受け入れ環境整備交付金、「外国人在留支援センター」の設置、日本語教育の充実、外国人児童生徒の就学機会の確保など191の施策が含まれ、政府予算は200億円とされた。
　このように、政府は外国人労働者の正面からの受入れとそのための環境整備を早急ともいえるスピードで開始した。しかし、「特定技能」による受け入れは、送り出し国との調整の遅れやコロナ感染拡大防止のための入国制限もあり2021年1月末で18,613人(速報値)に止まる。他方で、多くの問題が指摘される技能実習生の受け入れは加速して2020年10月末時点で402,356人となった。留学生など他の在留資格からの移行も奨励されているが、「特定技能」の8割強が技能実習からの移行組であり、「国際貢献」と「労働者受け入れ」という目的の異なる２つの制度が「接ぎ木」されつつある。
　本シンポジウムでの問いは、日本の移民政策の大転換と喧伝された特定技能制度はなぜ進まないのか？国際的にも批判の多い技能実習制度が拡大を続ける理由は何か？入管庁による「総合的対応策」の省庁間調整は機能しているか？「当事者の声」を聴く体制は整っているか？技能実習と特定技能という趣旨の異なる制度が連結された政策は持続可能か？「ローテーション」「家族帯同禁止」「厳格な在留管理」により労働者の日本定着を防ぐ政策と、「外国人との共生社会」を目指すという政策の間に整合性はあるか？アジアで進む「人材獲得競争」の中で、日本の特定技能制度は国際的な競争力を持つか？などである。
　本シンポジウムはこれらの問いを含む特定技能制度の現状と課題について、政策担当者、登録支援機関、送り出し機関、当事者、そして支援団体という５つの観点から多角的に検討を行い、あるべき将来を展望する。

2021年度年次大会は、5月29日（土）・30日（日）に、静岡文化芸術大学（浜松市）にて、「対面」で開催いたします。ただし、シンポジウム、特別企画セッションを除いて、オンラインでのリアルタイム聴講も可能です。
対面・オンラインとも、参加は事前申し込み制となります。申し込みは、4月中旬のプログラム公開と同時に受け付けを開始いたします。

なお、シンポジウムと特別企画セッションについては、当日の模様を録画し、後日会員に向けて配信する予定です。

移民政策とジェンダー［抄録］

趣旨：
本パネルではジェンダーの視点から日本の移民政策を批判的にとらえなおし、移住者の市民権や社会統合について検討する。先進国やアジアの新興国においては少子高齢化と女性の就労拡大などにより、移住労働者が担う仕事は、従来の生産労働分野から育児や家事や介護などの再生産労働分野へと急速に拡大している。日本は、1970年代から興行ビザによるエンターティナーの受け入れを行い、近年、度重なる法改正により、介護や家事労働分野への移住労働者の受け入れを加速化させている。2008年以降、再生産労働分野には複数の在留資格が創設され、留学生や家族滞在など多くの移住者が、ジェンダー化された日本の労働市場で就労している。乱立するこれらの制度は、目的も資格要件も在留資格もさまざまで混乱を招いており、長期的な視点を欠いたまま、短期的な労働力不足を補うことが期待されている。
一方、1985年の男女雇用機会均等法の施行後、30年以上を経ても労働市場における男女の賃金格差や機会の不平等は温存され、女性の政治参加は遅々として進んでいない。国内のジェンダー不平等が改善されないまま、再生産労働分野に移住労働者の受け入れが進められていく現状をどのように理解すれば良いのだろうか。日本の移民政策は既存のジェンダー規範をどのように反映し、維持し、強化しているのか。日本のジェンダー規範はグローバル化の中で移民政策とどのように接合し、どのような場面において表出するのか。また、ポストフォーディズム時代における雇用の流動化、不安定化と移住女性労働者の受け入れの相互作用は、どのような結果をもたらすのか。ジェンダー化された移民政策と労働市場はどのように社会の格差を拡大させるのか。それに対して当事者を含む市民社会はどのように対抗しているのか。
2020年に感染が拡大したCOVID-19は多くの日本人と移住者の労働と生活状況を悪化させ、非正規労働者をさらに脆弱な状態に追い込んでいるが、その影響はジェンダーによって異なっている。本パネルでは学際的な観点から研究を続けてこられたパネリストをお招きし、より公正な社会へ向けた議論を行う。

移民政策の正当性を考える
－人の移動の政治理論からの問題提起－

趣旨：
移民政策の検討において避けて通れない課題のひとつは、移民に対する権利制限や取り締まりの規範的な正当性をめぐる問いである。本セッションは、移民政策に関する従来の議論では取り上げられることが少なかった哲学的アプローチをとる若手研究者３名が登壇し、それぞれ規範的正当性を問うことの意義と、出稼ぎ移民と在日コリアンの国籍取得に関する哲学的考察の最先端の成果を紹介する。報告から明らかになるように、規範的な正当性に関する考察は、哲学の専門家内部での議論で完結するわけでは決してなく、理想的には哲学以外の専門家や当事者との共同によってなされるものである。そのため本セッションが、移民政策学会における規範的な正当性をめぐる開かれた議論の端緒となれば幸いである。

【重要】2020年度年次大会オンライン開催への変更のお知らせ

5月23日（土）・24日（日）に開催予定の移民政策学会2020年度年次大会は、プログラムの一部を中止とし、北海道教育大学函館校での開催も取りやめたうえで、一部のプログラムをウェブ会議アプリを使用したオンライン形式で実施することになりました。

例年実施している「特別企画」「ミニシンポジウム」「シンポジウム」は中止となります。
「自由報告」および「総会」については、オンライン形式で5月23・24日に開催します。
「国際セッション」「社会連携セッション」については、やはりオンライン形式での5月23・24日の開催を検討しています。

会員のみなさまはご家庭や勤務先等から各自インターネットを通じて報告を聴講し、質問や発言をしていただけます。

オンライン開催のプログラム、および参加方法は、4月上旬に学会ウェブサイトおよびメーリングリストでお伝えいたします。

2019年度臨時春季大会

臨時春季大会中止のお知らせ

移民政策学会は3月21日（土）に開催予定だった臨時春季大会を中止します。

新型コロナウイルスの感染拡大を受け、政府が2月25日に発表した基本方針では、イベント等は開催の必要性を改めて検討するよう要請がありました。
開催校の早稲田大学でも同日、総長名の文書で、3月24日までは30名以上の参加が見込まれるイベントは自粛するよう要請がありました。

上記の理由による中止となります。5月に年次大会を予定しているため、今回の臨時春季大会は延期ではなく中止とさせていただきます。

このたびの中止によるご不便をお詫び申し上げます。

移民政策学会はこのたび臨時春季大会を開催いたします。改定入管法施行から１年が経とうとする現在の状況について、皆様と考える機会になれば幸いです。多くの方々のご参加をお待ちしております。

移民政策の正当性を考える－人の移動の政治理論からの問題提起－

趣旨：
移民政策の検討において避けて通れない課題のひとつは、移民に対する権利制限や取り締まりの規範的な正当性をめぐる問いである。本ミニシンポは、移民政策に関する従来の議論では取り上げられることが少なかった哲学的アプローチをとる若手研究者３名が登壇し、それぞれ規範的正当性を問うことの意義と、出稼ぎ移民と在日コリアンの国籍取得に関する哲学的考察の最先端の成果を紹介する。報告から明らかになるように、規範的な正当性に関する考察は、哲学の専門家内部での議論で完結するわけでは決してなく、理想的には哲学以外の専門家や当事者との共同によってなされるものである。そのため本ミニシンポが、移民政策学会における規範的な正当性をめぐる開かれた議論の端緒となれば幸いである。

改定入管法施行後１年の検証

趣旨：
外国人労働者の受け入れ拡大のため、2018年12月の国会で出入国管理及び難民認定法（以下、入管法）と法務省設置法の改定案が可決された。これを受け、2019年4月には新たな在留資格「特定技能」による外国人労働者受け入れが始まった。また、法務省の外局として出入国在留管理庁（以下、入管庁）が発足、出入国管理部と在留管理支援部の二部体制となり、後者に置かれた在留支援課が外国人支援や共生社会づくりに関わる業務を担当するようになった。

「特定技能」では2019年度中に最大4万7千人強の受け入れを見込んでいたが、入管庁の発表によると、9月末現在で219人に留まっており、実態は5年間で34万5千人の受け入れを目指す当初目標とは大きく異なっている。国籍別ではベトナム、インドネシア、フィリピン、タイなど東南アジア諸国出身者が大半を占め、219人のうち8割にあたる176人は技能実習からの移行組だった。当面は一定の技能が必要な業務を担う「特定技能１号」での受け入れのみであり、熟練技能が必要な業務を担い家族帯同が認められる「特定技能２号」での受け入れはなされていない。「特定技能２号」は建設、造船・舶用工業に限り、しかも2021年度からの本格導入予定となっている。

今回の法改正に伴い、2018年12月に「外国人材受入・共生のための総合的対応策」が策定され、出入国管理面だけでなく、受け入れた外国人に対する初期適応支援（ワンストップサービスの整備）や日本語学習環境の整備のような社会統合面での施策も強調された。さらに2019年6月には「外国人材の受入れ・共生のための総合的対応策の充実について」が決定され、外国人共生センター（仮称）の設置や14言語に拡大した多言語対応の推進、やさしい日本語の活用なども含まれた。

こうした諸施策は、フロントドアから外国人労働者を受け入れる新たなステップとしてどう評価されるだろうか。施行から１年が経過しようとしている今、新制度を多様な観点から検証してみる必要があるだろう。2018年後半の法案審議の過程で技能実習生制度をめぐる課題がメディアでも広く取り上げられた点は記憶に新しいが、技能実習制度の総括は不十分なままと言わざるを得ない。また、ワンストップサービスセンターや日本語教室開設のためある程度の予算がついたものの、基礎自治体の現場では十分なノウハウと経験を積んだ人材確保が難しく、手探り状態で対応を進めているところも少なくない。

本シンポジウムでは、新制度推進の中枢を担う入管庁スタッフに制度の現状と課題をうかがった上で、外国人が働く労働現場からの問題提起を受ける。次に支援活動の主体として国際交流協会関係者と外国人支援活動家から現状報告と今後の展望を求めたい。

テーマ：難民の高等教育と就職
趣旨：日本の難民受け入れには、「難民認定」、「第三国定住」と並んで「留学生としての受け入れ」がある。後者にはUNHCR駐日事務所と国連UNHCR協会による「難民高等教育事業(RHEP)」とJICA/文科省によるシリア難民の大学での受け入れ(JISR)があり、今後さらに拡大が予想される。この方法は国連の「難民グローバルコンパクト」でも推奨されており、日本における留学生や外国人材の受け入れ加速とも整合性がある。ただ、この方法は卒業・終了後の日本での就職の道があってこそ効果的なものとなる。今回の難民インタレストグループでは、RHEPによって大学を卒業し、日本企業で働いている当事者を招いて可能性と課題について意見交換をする。

趣旨：
2019年4月に改正入管法が施行され、新設された在留資格「特定技能」により非熟練・半熟練外国人労働者の増加が見込まれる。その受け入れ体制を整備するため、政府は「外国人材の受入れ・共生のための総合的対応策」を2018年12月に発表した。それは、すでに長い間増加し続けてきた「生活者」すなわち事実上の移住者としての外国人住民に対する、日本政府の社会統合政策の方向性を示している。とりわけ、外国につながる子どもを含めた、外国人住民への日本語教育支援が重要視され、施策の整備が進められようとしている。
　一方、この「総合的対応策」では、外国につながる子どもの母語保障への視点はほぼ皆無である。そもそも従来、日本政府の外国人住民支援・多文化共生施策において、母語保障の重要性は注目されてこなかった。しかし、今後も増え続けるニューカマー1.5世や2世以降の子ども・若者の社会統合を推進するために、かれらが親から受け継いだ言語を維持し、家族の絆を深めることでアイデンティティを安定させ、自己肯定感を養う環境を整えることは、各国の移民研究が示唆してきた重要な課題である。
　そこで本企画では、東京オリンピック以後を見据えて急変しつつある日本の外国人住民支援・多文化共生政策において、日本語教育および母語保障というふたつの言語政策の位置づけはどうあるべきなのか、従来の経緯と現状を踏まえて議論していきたい。

シンポジウム：日本の地域社会の実情から多文化共生を考える

趣旨：
1980年代半ば以降に活性化した日本国内のエスニシティ研究は、日本社会における多文化主義的なアプローチなどを提示してきた。「多文化共生」のテーマを掲げ、ニューカマーを中心とした人々の生活実態や日本社会の変化に関する様々な調査も実施されてきた。一部の自治体は多言語による情報提供を実施、国際交流の窓口も設置された。1990年代になると、学術的な世界だけでなく、市民団体や自治体も活発に「多文化共生」を取り上げるようになり、共生社会への指針形成が一部の地方自治体の政策課題のようになった。この用語は、2005年6月の総務省による「多文化共生の推進に関する研究会」、「自治体が多文化共生を進める上で必要となる『多文化共生施策の推進体制の整備』の考え方を整理した」（総務省 2006）でも使用されるようになった。社会学や草の根レベルで検討されていた多文化共生は、新たな世紀に入って中央省庁の取り組みとしても検討されるに至ったが、移住労働者を含めて多様な問題に直面している。行政による多文化共生が実は同化を進めているという、専門家の批判もある。本シンポジウムでは、地域社会の実情として展開されている多文化共生について取り上げる。異なる文化集団による共生とは、新規の来住者である住民だけでなくホスト・コミュニティ側の変容を伴う。本シンポジウムでは、第一部では実際に地域の多文化共生に関係した活動や施策に携わっている方々からの報告を基に、地域の実情などを理解する。第2部では、ジャーナリストや専門家から問題を提起していただき、多文化共生を再考する。

JAMPS 2021 Annual Conference to be held entirely Online

The JAMPS 2021 Annual Conference, scheduled to take place on Saturday May 29 to Sunday, May 30, will, due to the effect of the deteriorating circumstances surrounding the spread of Covid-19, no longer be held on- site. It will move, in its entirety to an online venue.

Prospective attendees who have already applied to participate on-site may join the Conference online. No additional registration procedures are necessary.

Further details regarding online participation will be sent in due course.

The JAMPS 2021 Annual Conference will be conducted on May 29 (Sat.) and 30 (Sun.) at Shizuoka University of Art and Culture in Hamamatsu City. The Conference will be held face-to-face, and you can also participate in all of the sessions except the Symposium and Special Session online.
Advance application is necessary in order to participate in the conference.
The application form will be available once the conference program is released in mid-April.

The Symposium and the Special Session will be recorded and available for JAMPS members after the conference.

Gender in Immigration Policy　[Abstract]

The panel aims to critically revisit Japan’s immigration policy from the gender perspective and examine migrants’ citizenship and integration. Responding to population aging and increasing women’s labor force participation, migrants’ labor market has expanded from the productive sphere to the reproductive sphere. However, gender inequality in Japan is significant, and the policy initiatives to bring gender equality in the past decades have had minimal impacts. How should we understand migrants’ situation entering into reproductive work while gender inequality is maintained? How does migration policy reflect, maintain, and strengthen the existing gender norms? How does migration policy intersect with existing gender norms, and how does it manifest itself in different contexts? What would be the consequence of migrants’ entry into the precarious labor market under post-Fordism? How do the gendered migration policy and labor market further widen the inequality, and how civil society responds to it? Experts from an interdisciplinary background will discuss how policies may become more inclusive by taking diverse backgrounds into account.

The JAMPS 2020 Annual Conference, scheduled to take place on Saturday May 23 to Sunday, May 24, will have part of its programme cancelled, with the remaining part being conducted in an online format. The conference will no longer be held at Hokkaido University of Education, Hakodate Campus.

Regular features of the Conference, such as the Special Session, Mini-Symposium, and Symposium have been cancelled. The Free Presentations and General Assembly will be held online on May 23 and 24. Whether to also hold the International Session and Special Thematic Session for Community Relations online on May 23 and 24 is currently being deliberated.

JAMPS members will be able to listen to, as well as ask questions and make comments on the presentations via the Internet, either at home or at their workplace. The actual programme to be offered online, as well as details vis-à-vis online access and participation, will be announced at the beginning of April.

This change to the content of the JAMPS Annual Conference has been made to avoid confusion and prevent the occurrence of any unforeseen developments arising from the spread of COVID-19. We apologise for any inconvenience, and ask for your co-operation in enabling the Conference to take place online.

2020 Special Spring Conference

Cancellation of the 2020 Special Spring Conference

The Japan Association for Migration Policy Studies (JAMPS) hereby cancels the Special Spring Conference, planned to be held on March 21, 2020.

On February 25, in response to the spread of novel coronavirus, the Government of Japan announced a basic policy requesting that the staging of public events be reconsidered.
On the same day, the President of Waseda University, the proposed venue of the conference, issued a letter requesting that events with more than 30 participants be refrained from until March 24.

Specified Skilled Worker System and the Refugee Recognition System

In April 2019, the Government created the residence status of Specified Skilled Worker, through which an estimated 345,000 foreign workers will be accepted from nine Asian countries. The Chair will present an overview of discussions held at the Advisory Panel on Immigration Control Policies with regard to this development, and exchange views with a senior official of the newly-established Immigration Services Agency on the implications of the policy for Japan’s Refugee Recognition system.
